Apply Apache Incubator press-kit logo to docs

What was done

• Created an Apache Incubator podling logo for Hamilton using the existing Hamilton star logo, following the Apache press-kit guidelines
• Added SVG (and PNG) assets under docs/_static
• Applied the new incubator logo to the documentation homepage

Notes

• Assets are prepared and ready for inclusion on the Apache logos page
• No changes were made to the Apache Incubator ring or branding
