In configuration refresh scenario, the provider pulls the secret values for the Key Vault Refs. In order to avoid overwhelming Key Vaults, the provider will not re-pull the value of a secret for a Key Vault reference if this secret was pulled less than the “minimum secret refresh interval” ago.
