@MichaelArestad I'm thinking that when we do "Change background" in the tooltip and "Background" in the ARIA label, we might be harming vocal command users to some extent.

I'm kind of okay with this happening when the visible text is behind a tooltip (i.e. requires motor ability to be reached, so less overlap with vocal command users), but we should audit specifically for vocal command in other areas (e.g. a11y panel's "show highlights" and testing module's numerous icons).
